This checklist is for the moment you hold a package and want to know what the price buys. It does not say what a package should cost, and it does not judge the seller. It sorts every service into three boxes, the same three used by the comparison tool, so that two packages can be read the same way.
What does “all-inclusive” mean in an Umrah package?
Nothing fixed. We found no official definition of “all-inclusive” for an Umrah package in Morocco, so the word covers whatever the seller decides it covers. Two packages can both say “all-inclusive” and differ by the flight, the transfers or the meals.
That is why this page works line by line. Use three boxes for every service:
Line by line
- Written as included: the package names the service and says it is in the price.
- Written as excluded: the package says the service is not in the price, or costs extra.
- Not written: the package says nothing. This is not a “no”, and it is not a “yes”.
When a seller answers “it's all included”, reply with the list above and ask them to tick it. A seller who knows the package can do it in a few minutes. The overall reading of a package, starting with who sells it, is in how to read an Umrah package line by line.
Visa and insurance: what is in the price
According to Gulf News, citing the ministry, insurance is mandatory for Umrah pilgrims from abroad and is included in the visa fees4. According to Gulf News, citing the ministry, it covers medical emergencies, accidents, death and flight delays or cancellations, among other things4.
According to Gulf News (January 2023), the coverage cap of this mandatory Umrah insurance was raised to SAR 100,000 in early 2023, while its cost was reduced5. That report is not recent. If the level of cover matters to you, for an older parent for example, ask the seller for the policy document itself.
What this means for the package: the line should say clearly whether the entry formalities are included, and any file fee should be written next to them, with its amount. If a second insurance is offered, ask what it adds to the cover that already comes with the entry formalities. Some families want more; the point is to know what you are buying twice.
The hotel belongs to the same file. According to Gulf Business and Khaleej Times, citing the Saudi ministry, since 10 June 2025 an Umrah visa is issued only if the accommodation is registered on the Nusuk Masar platform, in a hotel licensed by the Saudi Ministry of Tourism1. A package that writes “hotel included” can therefore also tell you which hotel.
Flights and baggage: what should be written?
The flight line should name the airline, the airport you leave from in Morocco, the airport you land at in Saudi Arabia, and whether there is a stopover. Several airlines fly the route. According to the Royal Air Maroc website, the airline sells Casablanca-Jeddah and Casablanca-Madinah flights6. flynas has connected Jeddah and Casablanca since 2023, with 3 flights a week at launch7.
Knowing which airline flies you matters for one practical reason: the baggage allowance depends on the airline and the fare, not on the agency. We have no source on the allowance that packages usually include. If the package does not write it, ask for it per person, for the outbound and the return, and ask whether a cabin bag is counted separately.
If the flight is written as “excluded” or not written at all, you are reading a land package: hotels and transfers only. That can suit a family abroad who books its own tickets, but it changes every comparison. Compare it only with other land packages, or add your own flight cost before you compare.
Airport and Makkah-Madinah transfers: by coach or by train?
There are two transfers to look for. The first is between the airport and the hotel, at the start and at the end. The second is the journey between Makkah and Madinah, which every package with nights in both cities has to cover somehow.
The Haramain High Speed Railway is an electrified line of about 450 km linking Makkah and Madinah, at an operating speed of 300 km/h, with 5 stations: Makkah, Jeddah, King Abdulaziz International Airport, King Abdullah Economic City and Madinah8. Some packages use it, others use a coach. If the package writes “train”, ask whether the ticket is included, which class, and who moves the suitcases from the hotel to the station and from the station to the next hotel. For an older traveller, that last question often matters more than the train itself.
What about children?
According to Ajel, citing the ministry (August 2026), the minimum age to get a permit via Nusuk is 5, and no permit is required for children under 510. That rule says nothing about price. The package should still write how it prices a child, whether the child has a seat on the plane and a bed in the room, and what changes for a baby.
If several children travel, ask for the total for the family, written out, rather than a price “per person” that may only apply to adults. You can then enter that total in the comparison tool with the number of travellers.
What does the package not say?
Short adverts usually fit in a few lines. When you read one against the checklist, these are the lines to look for first, because a short advert rarely has room for them:
- meals, and whether they change between Makkah and Madinah;
- the group escort, and the language they speak;
- file or handling fees, and whether they are in the price shown;
- what happens if the hotel changes after you have paid;
- the price for the room you will actually occupy, when the advert gives only a “from” price;
- the payment terms: deposit, balance date, cancellation.
None of these silences proves a problem. Each one is a question. Send them together, in one message, and keep the written answer with the package. The payment lines are read in detail in deposits and payment plans explained. If you are buying for parents who will travel without you, see also buying an Umrah package for your parents.
Not sure whether a service is in the price? Send the package as you received it, and the list of what it does not say.
What remains unclear
- Meals: no source we have found says what Moroccan Umrah packages usually include for meals.
- Baggage: we have no source on the allowance packages usually include; it depends on the airline and the fare.
- “All-inclusive”: we found no official definition of the term for Umrah packages in Morocco.
- Child prices: we have no published source on how agencies price children or infants.
- Insurance cover today: the only cap we can cite is SAR 100,000, according to Gulf News (January 2023)5. We have no more recent figure.
